Let's not even get into the history of this... last few conversations.

Thank you for writing to PayPal. I am sorry to hear about this situation, and understand your frustration and concern over the issue. If you would like to appeal the outcome of a Buyer Complaint investigation, you can respond to the outcome email that was sent. The 'Appeal' button will also be available for 10 days after the complaint case is closed in the 'Closed Disputes' section in the Resolution Center.
Please Note:
If the 'Resolve' button is not available, this is most likely a situation where resolution of the case is handled via an email-based process. Please confirm this by going to the Complaint Details page for this case (by clicking on the 'Details' link in the Resolution Center). This page should
provide you with instructions on how to resolve this case. If it is email-based, please check for emails from PayPal about this case. These emails will provide more detail about the information we need from you and you should provide your response via an email back to PayPal.

There is no, nor was there ever a Appeal button on the website. I did respond to the email, which is how we got into this conversation. What exactly am I missing here?

The claim was denied as based on the information provided the item was in usable condition. The list of defects provided were not severe enough to make the item significantly not as described.

Me annoyed now since it was on the list.
Do you people even read the emails that were before the one you directly
replied too?
I ask again, how can an item not functioning properally, that was
described as 'brand new in box' count as not severe enougH? I can't make
it work properally. God i'm getting tired of the run around from you
guys. Please read the previous emails.
-I ask for an explanation.
-I get one, and tell them that I don't agree with the explnation, and I
was never given a chance beyond the 2000 characters or whatever to
describe the problem in detail, no one ever contacted me for forther
info, despite me requesting it.
- I get a reply telling me the problem I'm saying wasn't on the list.
- I point out that it was, and to reread the list.
- I get told to appela it. I point out there was no appeal button, and
ask how I do that
then yo utell me th exactt same thing that the first person told me,
compleatly ignoring everything that was said in previous emails.
Is there a way that I colud talk to a SINGLE repersentative? rather then
getting a different one each time, becuase apparantly you guys are too
lazy to read the messages before the one directly that you are
respnoding to.
This is really crappy customer service, and is furthering me dislike of
dealing with paypal, and my desire to ever again.
Now the most recent message
As stated in the PayPal User Agreement: "Once PayPal has made a decision on
a 'significantly not as described' item, that decision is final and cannot
be appealed."
We do regret any frustration that you may currently be experiencing as we
can only suggest that you continue to work with the seller directly until
an amicable resolution can be reached. We also recommend that you take a
moment to review our User Agreement.
