for someone with those spinners to get pulled over for something major (e.g. grand theft auto, of which he's actually innocent, of course... was actually pulled over because he "resembled" the description of the person they're looking for) and have the cop shoot at him to stop him from getting away when he notices that the "wheels are spinning" and he thinks the guy is about to attempt a getaway...
