Millions and millions of cookbooks worldwide use pounds to refer to an amount of foodstuffs (on a larger scale), and NOT to weight. Those books will be useless on the moon, and are thus written implying mass.
Furthermore, it seems used almost ubiquitously (where the imperial system is used) to refer to the amount of 'stuff', not its weight, whenever it is stored or shipped or even simply referred to as an amount of stuff. I did a search on "pounds of saltpeter", "pounds of granite", and "pounds of grease", as completely random phrases to prove this.
