I think you really want to capture:

Club
Meeting date
Number of members
Male members present
Female mambers present

Percentage can be calcualted, along with total number of members present. Database purists will scream about data normalization and various other things, but for a "quick & dirty" solution I think the 5 items above will serve your needs.

You really need to find out the server it will run on. MS Access is capable of doing this. Filemaker Pro would be another easy choice. I really think a full SQL relational database would be overkill (unless there is more to the project that you haven't told us). As far as that goes, Perl (or Python) with a flat file would be ok too provided you are not looking to keep data from the dawn of time till the end of time.
