I know how to do this in PHP. Basically, you make a HTML POST-data form with your four textfields and a submit-button. Your PHP script recieves this data and puts it into the database. You can make a sort of download link that calls another script that automagically creates and serves a text-file that you can import into Excel. I'm not sure what kind of tekst-files excel can import, but there must be something like a 'comma-seperated list' import option.

I can't be more specific without knowing what you plan to use. What kind of server, what kind of database, what kind of scripting language.

Oh, and your script can calculate the rest if you just input the amount of members and the amount of men. Unless you've got bi-gendered members. :)
