i know in some localaties it it illegal to "dispose" of tires other than at a recycling center. burrying them (for landscaping) counts as disposal as it lets them leach junk into the ground water.

just theorizing here, but a wall of concrete landscaping blocks with a <45 degree shed of green treated lumber with a few ridges for traction covered in several inches of sand may be functional. you'd get ventilation behind the green treat to keep it from deteriorating, and can rake the sand evenly with a rail on either side at the thickenss you want the sand, and a bar to pull up along those rails.

what are those little rubber cork looking things at indoor ranges? are they backed by something?
