the raining theory, though, is that if the forest service guys could catch enough people in the act and start issuing fines for littering or whatever, eventually they could probably afford to have someone up there during the days on weekends, at least. Then again, one of the forrest guys said he's seen enough scary stuff (and we saw the evidence of plenty of alcohol containers) that he won't shoot there.
