Once a month have your group go out to a local public shooting area and clean up. Don't just involve the USFS either. Find a reporter or so to go out there and get the clean up publicized. We had a severe problem with the public shooting areas where I grew up. We fixed it this way. After several well publicized articles (including one where we had to remove punji stakes from the range) the amount of mess decreased dramatically.
