How to make one ... (Or at least my idea ...)
You will need one aligator clip, a piece of wire about one foot long, a resistor about 5000 - 10000 ohm (5 watt), a old high voltage "CRT-connector" with about one foot of wire on it and some electrical tape and some shrinking tube.
Connect the resistor between the two wires, put some electrical tape around it and put the shrinking tube on top to cover everything nicely. Connect the Aligator clip to the othe end of the wire. Finished.
To use, make sure that the monitor/TV is switched off and disconnected! Then connect the aligator clip to the metal frame of the CRT(picture-tube). Carefully remove the high voltage line from the CRT and place the connector from the tool in its place. There might be some sparks!

Also remember: depending on the size of the CRT, you will have up to 30'000 volts on that connector! It will hurt you if you connect with your fingers!
Also: A crt tube can store electricity for a VERY long time (month)!

Other warning: The CRT tube contains a high vacuum. It can implode if misshandled.
