120mm fans are a good idea if you want quiet - a smaller fan shifting the same amount of air will make more noise.

I'd be somewhat surprised to see a motherboard with 12 onboard SATA connectors, but I'd be stunned to find any with onboard RAID 5 support. You'll almost certainly have to either use software RAID (I don't know why some people hate this so much, really) or get a decent RAID controller card, which is likely to set you back more than the motherboard.

For all those features, I'd be rather surprised if you can get them for $150-$200 USD, but then, I don't know the US market very well.
