You can make gratuitous use of inheritance to avoid almost all duplication of code.

For web pages, I use Template::Toolkit. Go Google -- it's a macro-language-type-thing which can be used to seperate your XHTML (or whatever) from your logic, like JSP pages implemented with external classes.
