I think she's getting the shaft. The main problem here is that a teenager (of either gender) will adopt the standards of a new group. While it can surely be argued that she should have known it was wrong, it's also true that a military prison in a foreign country during wartime is a highly unusual situation for a kid to find himself in - difficult to relate it to how Mom and Dad taught you to behave back home.

The senior officers should have issued clear, specific guidelines to their personnel. Not a memorandum, but a no-nonsense face to face speech in small groups stating exactly what is and is not acceptable. It's deplorable that senior officers are being let off the hook here. They _should_ have known what was going on in their unit. Ignorance is no excuse here.
