I did that as IT director at my old job and actually got the President of the company barred from the Programming room by the CEO because he was making tons of work for them beyond what they already had on their plate. What is a regular programmer to say to the president of the comapny when he asks you to do something?? It was a pain for the Programmers to do but after 2 weeks of listing their interruptions and re-assignments it became real obvious where the problem was.

It is really hard to argue with facts and Management responds better to documentation much better than to you saying "I do lots of other things and am overworked, etc." People who are not programmers or IT people don't really understand that IT is a nebulous thing that you can't touch because most of it is in someones head until the project is complete, and even they still have problems with it because it is not a concrete thing.
