An idol is an object of worship because it represents a diety of some sort. A statue is an object, but not an object of worship, unless it is also an idol. Sometimes phrases cannot be translated by stict translation of the word that make them up. The POTUS is Frequently off-duty. He is always on-call, but he is not always on-duty. He is off-duty when in the residence, when on vacation, etc..
