I would assume that they were running after him and he was trying to not be hit when the shots were fired. From my understanding (someone correct me if I am wrong!) It takes about 10 rounds to get one hit on someone trying to NOT be hit! This is especially true if the officer is moving and trying to not be hit themselves. That being said, I too think that the officers should have made sure of their target before fireing their weapon. On the Positive side, they are offering to repair the damage which shows responsibility that many police departments are sadly lacking.
