threat. I don't know what kind of ROE these cops are workign under, but in the military we would be charged for shooting a fleeing person. if they didn't have a gun pointed at you, or someone else provideing "an immediate threat to life or limb" we better make sure that our weapon discharged into our own foot.

It makes me nervous to live so close to country where cops can shoot you in the back.
