terrorists work that way. They even phone in bomb threads so that areas can be evacuated. Maybe ther were more focused more on reaching a political goal, not on killing as much people as possible? And as a reminder to "See, this war wasn't able to stop possible terrorist at all" an exploding power pot works just as well.
