You could use the same argument for tabacco, alcohol or caffine. Just about all hard drug users will have tried both of those before trying hard drugs. It doesn't prove that there is any link, it just means that people who use drugs use drugs. Given the number of people who have tried marijuana at some point or other you could claim that it's use is linked to just about anything you wanted.
