Marijuana related arrests now account for 40% by hadji 2005-05-04 12:56:10
of all drug related arrests. This rise in the popularity of marijuana is now cause for concern. This, according to a network news report. And they did specify "of all drug related arrests."

My question: Why is this cause for concern? The rise in percentage is, again, in relation to all drug related arrests. So does this news report imply that we would rather have people using hard drugs?
