When you accumulate money at one point someone will have to decide if the "emergency" is serious enough or not. What when then people who have donated go "They spend my money on THAT? No Way!!! I want it Back !!!", or the other way around when it get's decided to not spent the money someone who donated might thing "Hell, I wouldn't mind if the used MY money for that!!!" Deciding on a case to case basis who and why to help out someone works better, I think.
