Because that way you get the vote of that ethnic group. The law is all well and good but if you can get more votes by ignoring it then that is what you do. And you though UK politics was bad. (only one more day before proof that in a democracy you can be economical with the truth & go against the wishes of the bulk of the population and still get re-elected)
