you get a months credit...OR you switch providers. Don't start out as an utamatum, build up to it so that they can see you mean business and as you go up the food chain of managers make sure that they are recording the call and that they are noting everyone you talk to. For some reason when you do that they seem to snap to a little faster. Now do be aware that if the lines are owned by Bell then they will still service them BUT because of the laws around the compitition/non-monopoly guidelines they will have a complaint filed against them by the other company with the FCC and they may get fined for "obstruction" of sorts. Also, if you switch companies they actually only break even or may lose money if you do so. If someone know Phone companies better and I have said something wrong please let me know. It has been a while since I worked in that industry :)
