- be careful of this dude, get inside his head and learn whether or not he's going to try and sabotage you if you choose PHP. If he's a programming manager, does this mean he also writes code? Does he have the same access to systems as a programmer?
Unfortunately, politics may play a heavy part in this whole issue. If you make him look like a fool in front of upper management, you need to be ready for his attempt to screw you over and then tell them, "see? he should have listened to me!"
