It's all going to depend on; the management team, their objectives & goals, and how much the employees buy into it.

We weren't looking for a 'six sigma' in everything. We were just looking for cost savings. We actually had some success improving our paperwork processes. But you're definitely right about the vast majority of it being applicable primarily to manufacturing.

But our upper management didn't have a clue. They still don't know what the heck it's about. Our middle/lower managers were smarter, actually understood the statistics/logic involved and ran with it. it would have died the usual "Quality system of the month" death, but we were lucky enough to get some people with engineering backgrounds heading it up.

Creativity, scientific/logical thinking, and someone who could translate that to upper management and dollar-speak were what saved it here.
