amount to the card and then ask you to verify that amount. They then put the money back on the account. Basically the pre-auth you are talking about but depending o the type of card they may have to run an actual transaction. They use the amount charged as the "code" to verify the account.

They used to put a credit of up to dollar on an account and then make a return on it but that became tedious with many of the new laws/regulations covering the transfer of funds. They do not limit this to U.S. acounts but because they are in the U.S. they have to abide by those regulatons.
