The founding fathers meant, specifically, that the population needs to have the right to keep firearms.

This is tied in directly to British law that forbade weapons to people they didn't deem 'worthy.'

Try reading the Federalist papers sometime:

'The final right of the people is armed resistance.'

That has nothing to do with shields.
