Just dug out my W98SE CD and it has about 73 by ChuckAB 2005-03-26 20:36:54
1.7MB .CAB files. Yes, 1.7MB - MS had a special format for their install disks that stored 1.7MB.

My W95 CD has 29 1.6MB .CAB files (includes the PRECOPY.CAB files)

My W2K disk has 3,994 files in its \i386 directory

And my XP Pro disk has 5,466 files in its \i386 directory

I guess they gave up on .CAB files when they went exclusively to CD installs.
