In part because IIRC, weapontry has become more expensive over time. Eg: Most people probably can't afford an MBT (even a T-55 would be problematic). On the other hand, could the typical family circa 1788 afford several horses, rifles, and swords?

Personally, I would interpret arms as being at least small arms, and possibly everything from a scalple up through a Davey Crockett.
