implied it is explicit. Just as the "right of the people" is stated in the First Amendemnt. In other words, the people were a different entity than the militia with certain rights. Read the Preamble:
We, THE PEOPLE of the United States, in order to form a more perfect Union, establish justice and insure domestic tranquility. Provide for the common defense, promote the general welfare and secure the blessings of liberty to ourlseve and posterity, do ordain and etsablish this Constition of the United States of America.
The Bill of Right were rights for "the People" what about that do you not understand?
