maybe they weren't quite sure how to phrase it, so as to include some weapons and exlude others...
For that matter, I'd think "the right to bear arms" sounds like I can carry all sorts of weapons, like swords, and handgranades and maybe even drag a piece of artillery along...
It doesn't say firearms, so I'm pretty sure swords and granades and nail-enriched wooden clubs should be ok.
It also doesn't say weapons, so maybe they didn't mean for every citizen to have their private battle tank (although that would be more consistent with the whole "well-armed milita" thing).
And then again, maybe they just wanted to use a cool sounding phrase and didn't do enough research ;)
