In my area, if we've used a licensed person, the inspector doesn't look that closely. If it's a "homeowner repair" then they really look at things.

However, in other homes I've owned, I've run new lines into breakers, and replaced a 240V line for 2 120V lines by myself (and wired them into a breaker box that didn't have a main cutoff - that was fun!)

Building codes are county-based, so rules are slightly different everywhere you go.
