In order to provide for these ten people, the city of Oakland would need to upgrade hundreds of lifts to insure that they are safe.

That's an expensive proposition for a city to pay for ten of it's citizens, when it also needs police, fire, street repair, sewage, water, etc. for millions of people.

It stinks for those ten people, but there are limits to what the government can provide.
