Most health insurance firms (I work in one abit the data center) will require dentists to submit the x-rays for review. The insurance companys hire dentists to look over x-rays and treatment plans to confirm the need. if your x-rays did not show any cavities then the insurance would not pay out. Please DO Report them for fraud, to which ever agengy is responsible in your state, also you may wish to file a complaine with the dental association after talking with the authorities.
