not because it isn't an excellent idea (it is) but because it is simply too costly.

Austria has manditory service requirements, but most young people are encouraged to do a civilian service rather than a military one (as my understanding of it goes). Simply it costs far more to train a soldier than a years worth of service will pay back.

Five years and you may be more in line with training costs, but who has the money to keep an army (and PAY it) THAT size? It is just too expensive to be practical
