Kits are illegal except as replacement parts for lawfully registered automatic weapons ten years in club fed if you get caught selling them to unauthorized persons, or are an unauthorized person in posession of one. We don't call them unscrupulous gun owners here, we call them criminals. There's plenty of places to go and legally shoot full-auto weaponry if you're so inclined. I live 15 minutes from one. Law-Abiding gun owners are hust that.

Considering Vietnam issue M16s have also turned up in Central America, and I personally have seen a Russian Manufacture AK-47 confiscated during a drug raid in Los Angeles in the late 80s; I'd be much more inclined to believe the guns are coming from down south with the shipments of recreational pharmaceuticals.
