No matter how well any law is implemented you will always be able to find exceptions on a case by case basis.

John Hopskins, founder of the John Hopskins Medical Center(Sorry about the spelling there) was addicted to heroin all his life. Just because that one person did well while on that drug, doesn't mean we should go and legalize it for just anyone to use. Just because one law can't address every instance, and isn't ment to, is no reason not to try.
