First the article calls it a semi-fully automatic rifle, WTF is that?!?! I've never heard of them. Secondly if it was a fully automatic weapon they are quite heavily regulated in the United States. So much so that no crime has been committed with a legally owned fully automatic weapon since the 1930s. Furthermore, anything newer than 1986 has been banned for civilian ownership. Additionally the Semi-Automatic H&K has been banned from importation into the United States since GWB the first.

Your third paragraph is the only valid statement you make. How did the firearms manage to slip through the borders? They manage to slip into the United States' borders all the time as well. There have been Vietnam issue M16s listed as lost in country that have turned up in the U.S. during drug raids. That might be a good clue right there.
