is, cars are required by law to have a calibrated speedometer, while bicycles are not required to have a speedometer at all.

So a bicyclist doesn't have to have any way of telling how fast he's going and therefore speedlimits do not apply to bycicles (or horses or other such transportation devices without speedometers).

However I guess there's nothing wrong with a police officer telling somebody not to go way too fast through a speed-limited area (or if you're endangering others, like racing through a crowded marketplace).
