I'm sure SBC has SMTP servers that will relay messages for their customers. All the customer really has to do is set up their mail server to use that relay. In sendmail, use the SMART_HOST directive. I don't know about any other MTA.

This is exactly what I do (although I am not an ISP). I block all outgoing packets to port 25 except from about 3 IPs. There shouldn't be any other node on this network that is sending mail direct to MX. They should be using one of the SMTP servers. Keeps my IP from being blacklisted and keeps my network from propegating e-mail viruses as all outgoing mail must go through a virus scan by the SMTP server before being relayed.
