inflated penalty rate. If you have already canceled the other job, and you present the client with a rate that is 1.5x the usual rate for Al, they may decide they don't need Al after all.

I would have went to the customer and said something like, "per our earlier communications, Al is already obligated to a new customer as of April 1. I can arrange another person to take care of your needs, but they may not be available on April 1 - it may take a few more days. If you really need to have Al, I can talk to the other client and see if arrangements can be made. There will be a premium attached to Al's services if I am able to secure his services for you for the month of April to cover the extra work and inconvience for our other customer."

This way the customer knows Al is a valuable person, other people want his services, I will try to work out arrangements, the problem is their fault, and they will pay extra for their preferred solution.
