Those laws and punishments don't mater because simply there is no way to enforce them. In fact, all they have done would be to create a lucrative black market trade in handguns in NYC. It would but a HUGE windfall for organizations like the Hell's Angels who would use the lack of any boarder to transport guns from outside the city to the city and then sell them at blackmarket prices.

The control really is non-existant. In order for it to work you would have to have a boarder like the Canada US boarder with monitored entry and exit points. Something I just can't see them setting up around NYC.
