They assumed that the standard of the students and teaching was more consistent than the exams. Given that there were at least 10 applicants for every place so they can be picky on who is on the course and most of the lecturers had been there for years that is a fairly reasonable assumption. The only problem was when they applied the same logic to options with only a dozen students on.
