Their rationale for providing one was probably along the lines of: "Well we could have a whole bunch (more) vulnerable Win98 and WinME boxes on the network getting infected with viruses left and right, having trouble connecting to printers, and generally making life miserable for the helldesk, or we could just get a site license for WinXP and hope people make use of it and we'll have a relatively homogenous network with fewer problems."
