For a really good quality budget motherboard go with a "SOLTEK 75FRN2-L" We run those on most the machines at work, They are good and stable, nad will run at $75USD... Put in an AMD Athlon 2500+ ($100) or a Sempron 2500+ ($85), in it and you'll have a pretty good speed. Samsung RAM is good and cheap, put in 512MB for $50, (or look at dual channel solutions). Hard Drive $70 Case $50 CDRom $20 and your done.
