I don't know the exact rules, but from what I have gathered on info the trains in the UK will not go faster then this on most occasions as the tracksystem will not allow this.
afaik most tracks will not even allow 130 Km/h....
Only newly laid tracks should be good enough for 160 Km/h and higher...
I have no idea what this stretch of rail was like so I don't know if the train was allowed to go this fast/faster.

ps. in the netherlands trains are not allowed to go faster then 160 Km/h. Even the thalys (TGV) is not allowed to go faster. they are now building a special track for trains that can go faster.
