I know that on the continent, at least in the Benelux and Germany, we use km/h.

The man was from the transport police; I think there are 2 possibilities.
(angel) It is common to speak of knots in those circles, a remnant of older days perhaps, or
(beer) he was using '(fast) rate of knots' as an idiom for (high) speed, like one might say 'a (fair) number of meter per second'.
