First of all I need to know what OS this is on, as there are different fixes for each. But here is my first suggestion.

First, TURN OFF THE RESTORE FEATURE!!!! This is hugly buggy and while a good idea, many virii and spyware take advantage of this. It also takes up an enormous ammount of hard drive space and cand cause other misseries.

Boot into safemode, go into device manager and delete EVERYTHING you can from network adapter. Windows will keep the old drivers in there even if they aren't being used. Try that and then reboot and reinstall.

Try that and see how it works. If not there are a few registry hacks on some ver. of windows we can use. Also go into the System management MMC and then open up your Error logs. Look under system and application for any errors connected to the network adapter. write down the EventID and the Source and post it.
