I'm from on of the cities that have pioneered a "similar efforts in Europe". The program has been running around here for some years and seems to work (judging from the local media).

Don't get the impression that every addict is going to get free dope though, only the really addicted, probably no hope of recovery, being on drugs for decades people can participate around here. And it usually runns paralle to counseling and a methadone program. I suppose it will be the same this time.
Of course it isn't a solution, but more like a resignation that if it can't be solved, you can decriminalize the addiction and make it more save.
