probably be a huge success. And it does remove the victims of exploitation from further victimization by dealers, thereby removing a huge source of income and incentive from the dealers.

The downside seems to be that this gives the dealers more time to find new victims - if something could be done about that at the same time it would be great.

And I don't see anything about how to ensure that only addicts get on this program. If anybody tries it just for kicks, it is likely to create new addicts. Not exactly what is needed, I'm sure.

The program has promise, but also a few deadly pitfalls. I really hope they implement it well, and avoid the pitfalls.
