published in hobby electronics magazine Elektuur (that's Elektor for most international editions) quite some years (7? 8? 10?) ago.

If memory serves me well, the basis of that was white noise as well. Eliminating the "wave" effect would probably not be too difficult (for a regular reader of that magazine): just dont build the modulator part.

Off course it doesn't have an alarm in it, but if you can't find the real thing, a separate alarm clock and white noise generator might be acceptable? Or perhaps the old one can easily be repaired, what's wrong with it?
